
Support HB2583 & HB3444 – Ensuring Equitable Funding for CWA Students
Dear Clackamas Web Academy Families,
At Clackamas Web Academy (CWA), we believe every student deserves access to equitable funding and resources, regardless of the type of public school they attend. However, current Oregon law unfairly excludes students in virtual public charter schools from receiving critical funding intended to support marginalized and struggling learners.
Two important pieces of legislation, HB2583 and HB3444, aim to correct this inequity and ensure that all students—regardless of whether they attend a traditional public school or a virtual charter school—have access to the resources they need to thrive.
Why These Bills Matter for CWA Families
HB2583: Equitable Student-Centered Funding for All Public School Students

The Student Success Act (SSA) was designed to provide additional funding for marginalized and struggling students, ensuring that resources follow the students who need them most.

However, once a student enrolls in a virtual public charter school, these funds no longer follow them, even if they remain among Oregon’s highest-need students. Why should their needs be ignored simply because of their chosen learning environment?

HB2583 fixes this inequity by ensuring that virtual charter students receive the same support as their peers in brick-and-mortar schools.

What This Means for CWA Students:
If passed, HB2583 would provide access to Student Investment Account (SIA) funds, which could be used for:
✅ Extended school years & early literacy services
✅ Social-emotional learning & mental health supports
✅ Before/after school programs & additional curricular options
✅ Reduced class sizes and teacher caseloads
✅ More resources to help struggling students succeed
These funds are already included in the SSA grant process that virtual public charter schools complete. HB2583 ensures that this funding goes to the students it was designed to support.
HB3444: Fair Funding for Public Charter Schools

This bill ensures that public charter schools receive an equitable share of state and local funding, just like non-chartered public schools.

It removes unnecessary funding restrictions, giving charter schools access to the same resources and grant opportunities as district schools.

It recognizes transportation costs for charter schools, ensuring that students have access to school activities and learning hubs.
